Description
Representing Federal Employees and Their Spouses in Divorce: A Practical Guide Jessica Markham ISBN 9781641056519
Representing the Federal Employee in Divorce offers an in-depth, single-source guide to the complex issues that arise when representing a federal employee—current, former, or retired—or their spouse in divorce proceedings. Drawing on over two decades of experience, author Jessica Markham consolidates information and practical insights from multiple sources into a comprehensive, accessible resource.
The book presents complex topics in a clear, understandable manner. Each chapter begins with a foundational overview before delving into detailed guidance, complete with citations for further research. In addition to practical tips, it includes checklists, glossary terms, definitions, and sample documents and forms—many of which are available in downloadable format online.
This one-of-a-kind handbook thoroughly explains the major federal retirement and benefit systems, including:
-
Federal Employees Retirement System (FERS)
-
Civil Service Retirement System (CSRS)
-
Foreign Service Retirement and Disability System (FSRDS)
-
Foreign Service Retirement System (FSRS)
-
Federal defined contribution plans, including the Thrift Savings Plan (TSP)
The book addresses the application of these benefits at three critical stages of a divorce: during active employment, after separation but before retirement, and post-retirement. It also covers death benefits—such as survivor annuities, life insurance, and beneficiary designations—along with practical considerations for dividing pensions, maintaining health insurance after divorce, and the effect of remarriage.
Additionally, lesser-known protections and benefits for federal employees, retirees, and spouses—such as leave, disability coverage, long-term care insurance, and domestic violence resources—are explored. The guide also touches on key litigation considerations, including income determination, garnishment, and obtaining documents from federal agencies.
Whether you are a newer practitioner learning the basics or an experienced family lawyer seeking a reliable reference for federal divorce matters, Representing the Federal Employee in Divorce is an indispensable resource for practical guidance and quick access to critical information.

Rental Terms
Return by December 28, 2026 for Fall 2026 rentals.
- Late Fees
- Books returned after the semester deadline accrue a weekly late fee of about 10% of the book's Brand New price, for each copy that is overdue. The rent you have already paid counts toward the book's replacement value (its Brand New price), so late fees stop once your rent plus late fees reach it. That replacement value is the most a rental can ever cost you. We email a reminder 48 hours before any charge, and any late fees are charged to the payment method you save at checkout.
- Damage Fees
- Books returned damaged beyond normal classroom wear may be assessed a damage fee, capped at the book's replacement value (its Brand New price). Any damage fees are charged to the payment method you save at checkout after we inspect the returned book.
- Return Shipping
- Returning your book is free with no deduction if it reaches us by your semester return date, or after it's already overdue. Print a prepaid label (USPS or UPS, whichever is cheaper for your package) from your account's My Rentals page. Returning it EARLY, before your semester return date, deducts a 15% restocking fee and the label cost from your refund, the same as cancelling a shipped rental for a refund.
- 30-Day Cancellation
- Changed your mind? Cancel an active rental within 30 days of your order from My Account → My Rentals. Cancel before your book ships and it’s free; once it has shipped, we refund the rental price minus a 15% restocking fee and the return label cost, released once we receive your book. Shipping is non-refundable.
