Description
Environmental Regulation: Law Science and Policy Percival 10th Edition
ISBN 9798889065975
Environmental Regulation: Law, Science, and Policy provides a comprehensive, current, and accessible introduction to one of the most dynamic areas of modern law. Designed to make the complexities of environmental regulation understandable to students from a variety of backgrounds, the text integrates legal doctrine, scientific principles, and public policy considerations into a cohesive framework for studying environmental protection.
The book begins by examining the causes of environmental problems and the ethical and policy questions they raise before introducing the structure and operation of the modern environmental regulatory system. It explores how environmental law addresses some of society’s most pressing challenges, including climate change, air and water pollution, toxic substances, hazardous waste management, biodiversity conservation, land-use regulation, environmental impact assessment, enforcement, and international environmental governance.
Written in a clear and accessible style, the casebook is suitable for both specialists and students encountering environmental law for the first time. Its modular organization allows instructors considerable flexibility in designing courses, while its emphasis on statutory frameworks and regulatory implementation helps students understand how environmental laws operate in practice.
The Tenth Edition has been extensively updated to reflect recent legal, regulatory, and policy developments, including:
• The Supreme Court’s decision in West Virginia v. EPA and the continuing evolution of the major questions doctrine.
• Sackett v. EPA and its implications for the scope of federal wetlands protection under the Clean Water Act.
• Emerging state climate litigation and environmental rights claims.
• The environmental and regulatory significance of the Inflation Reduction Act of 2022 and the transition to clean energy.
• The 2023 amendments to the National Environmental Policy Act.
• Recent developments in environmental ethics, including updates to Pope Francis’s climate-focused teachings building on Laudato Si’.
Students and instructors will benefit from:
• Comprehensive and up-to-date coverage of environmental law, science, and policy presented in an accessible, nontechnical style.
• Self-contained chapters that allow flexibility in course organization and topic selection.
• Detailed treatment of environmental policymaking, statutory interpretation, and regulatory implementation.
• A strong focus on major environmental statutes, how those statutes are translated into regulations, and the practical factors that influence real-world compliance and behavior.
• Extensive pedagogical features, including:
- Statutory roadmaps outlining the structure of major environmental laws.
- Realistic problems and discussion questions drawn from contemporary environmental controversies.
- “Pathfinders” directing students to the most important source materials for each major subject area.
- A comprehensive glossary of environmental law terminology.
- A convenient list of commonly used acronyms.
Supported by annual statutory and case-law supplements, Environmental Regulation: Law, Science, and Policy remains an indispensable resource for understanding the legal, scientific, and policy foundations of environmental protection in the twenty-first century.

Rental Terms
Return by December 28, 2026 for Fall 2026 rentals.
- Late Fees
- Books returned after the semester deadline accrue a weekly late fee of about 10% of the book's Brand New price, for each copy that is overdue. The rent you have already paid counts toward the book's replacement value (its Brand New price), so late fees stop once your rent plus late fees reach it. That replacement value is the most a rental can ever cost you. We email a reminder 48 hours before any charge, and any late fees are charged to the payment method you save at checkout.
- Damage Fees
- Books returned damaged beyond normal classroom wear may be assessed a damage fee, capped at the book's replacement value (its Brand New price). Any damage fees are charged to the payment method you save at checkout after we inspect the returned book.
- Return Shipping
- Returning your book is free: print a prepaid label (USPS or UPS, whichever is cheaper for your package) from your account's My Rentals page, whether you send it back early or on the semester deadline. Cancelling a shipped rental for a refund is different: there, the return label cost comes out of your refund.
- 30-Day Cancellation
- Changed your mind? Cancel an active rental within 30 days of your order from My Account → My Rentals. Cancel before your book ships and it’s free; once it has shipped, we refund the rental price minus a 15% restocking fee and the return label cost, released once we receive your book. Shipping is non-refundable.
